In 2024, 19 initiative projects aimed at improving the urban environment will be implemented in Perm

The city summarized the results of the annual competition of initiative projects. This year, the grant fund for their implementation amounted to 30 million roubles, while in 2023 it was only 22 million roubles. Earlier, the proposal of Mayor Eduard Sosnin to increase the fund was supported by councillors of Perm City Duma. Thanks to co-financing from the city budget, public gardens, sports and children's playgrounds will be improved in different neighbourhoods.

At the meeting of the city competition commission for initiative projects, proposals from neighbourhood associations of different city districts were presented. The meeting was chaired by Sergey Troshkov, Deputy Head of the Perm City Administration. Earlier, 38 initiative projects from all districts of the city were submitted to the competition, eight of them were rejected because of improper documents. Thus, 30 projects were submitted for final consideration by the commission.

During the discussion, the commission members, including representatives of the Perm administration, councillors of the Perm City Duma and experts, decided to support 19 initiative projects. Thus, the highest number of points, 57 out of 60, was scored by the "Yuzhny" neighbourhood association’s  project in Sverdlovsky District, which was aimed at improving the public garden "Paradise Place" in the neighbourhood. Also in Sverdlovsky district thanks to the projects of "Egoshikha" and "Green Economy" neighbourhood associations there will appear a mural on the facade of the community centre on Veselaya St., as well as a youth media space in the community centre on 34, Lva Shatrova St. The "Novobrodovsky" neighbourhood association project involves the reconstruction of a hockey box in the neighbourhood.The projects of "Nalimikha", "Vodniki" and "Tsentralnyi" neighbourhood associations were also approved. As part of these projects, a spring will be improved in Kirovsky District, an art object will be installed in the public garden along Tantsorova Street  to commemorate the feat of  participants of the special military operation, and a social honour board will be built.

The project of "Middle Kurya"  neighbourhood association  (Leninsky District) approved by the commission involves the construction of a street scene "We are together" in the neighbourhood. In Dzerzhinsky District, the projects of "Zarechny" and "Parkovy-2" neighbourhood associations will equip a youth space in the community centre at 62 Vetluzhskaya Street and equip the community centre of the Parkovy neighbourhood.

Projects must be implemented by mid-December 2024.

It should be noted that since 2021, 43 initiative projects have been implemented in Perm, thanks to which new public gardens, children's playgrounds and sports grounds have been built in different neighbourhoods. As compared to 2023, twice as many projects were submitted this time.

Let us remind you that initiative projects are a mechanism of citizens' participation in local self-governance. The essence of initiative projects is that residents are directly involved in determining the priority issues of local importance and in allocating part of the budget funds for project implementation. The programme for financing initiative projects stipulates that 95% of the funds for implementation are allocated from the Perm budget and another 5% are voluntary contributions from residents and legal entities. In 2024, the funding of the competition has been increased from 22 million roubles to 30 million roubles.
